ABC is offering fee waivers for eligible licensees

On February 23, 2021, Governor Gavin Newsom signed a package of immediate actions that provided needed relief to individuals, families and businesses suffering the most significant economic hardship from the COVID-19 Recession. Read the full February 23 news release

With the COVID-19 Renewal Fee Relief legislation, the Department of Alcoholic Beverage Control is authorized to provide renewal fee waivers for two years to approximately 59,000 businesses heavily impacted by health and safety restrictions imposed in response to the COVID-19 Pandemic.  Between March 1, 2021 and February 28, 2023, certain license types, such as restaurants, bars, and other specified on-sale licenses are eligible for a waiver of their annual license renewal fees.  We are excited to be able to provide this relief to our licensees and would appreciate your help spreading the word. 

As of mid-October 2021, close to 15,000 licensees have taken advantage of the fee relief, for a total savings of over $13,500,000.   

COVID-19 Renewal Fee Relief Eligibility Requirements

The fee waiver eligibility requirements are as follows:

  • The license type shall be one of the following: 02, 23, duplicate 23, 40, 41, 42, 47, duplicate 47, 48, duplicate 48, 49, duplicate 49, 50, 51, 52, 57, duplicate 57, 58, 59, 60, 61, 64, 68, 69, 71, duplicate 71, 72, duplicate 72, 74, 75, duplicate 75, 76, duplicate 76, 77, 78, duplicate 78, 83, 86, 87, duplicate 87, 99;
  • The licensed premises’ primary operation was disrupted by health and safety restrictions imposed in response to the COVID-19 pandemic; and
  • The license shall have been active any time during the period from March 1, 2020, through December 31, 2020, inclusive.

Submitting a Fee Waiver Request

Licensees can follow a quick and easy 3-step process to verify their eligibility and submit their fee waiver request online.  The 3-step process can be completed in just minutes.

Step 1:  After receiving their annual renewal notice, licensees can visit our website to search for their license information.
Step 2:  The Verify Eligibility tool will reflect if their license types are eligible for the fee waiver and identify any remaining balance due, if any.
Step 3:  If the licensee is eligibility for a fee waiver, the online submission form will be displayed.

After verifying their eligibility online, licensees can also request a fee waiver using a hard copy COVID-19 Renewal Fee Waiver Self-Certification, Form ABC-SCF.  Licensees will receive a hard copy of the self-certification form with their annual renewal notice.  The Form ABC-SCF 
 can also be downloaded from our website.  Licensees that are eligible for a fee waiver but will have a remaining balance after the waiver is applied must submit a hard copy self-certification Form ABC-SCF with their payment.
